    <p>В статье исследуются интеграционные механизмы цифровых двойников городов и искусственного интеллекта как основы управления умными городскими технологиями. На основе анализа международного опыта (Республика Корея – проект Seoul Smart Core стоимостью 841,2 млрд вон, Египет – проект The Spine стоимостью 27 млрд долларов, европейские инициативы BLUEPRINT и Horizon Europe) рассматриваются архитектурные принципы построения AI-цифровых двойников, их функциональные уровни и механизмы принятия решений. Особое внимание уделяется трансформации городского управления от реактивного к проактивному через внедрение AI-аналитики, предиктивного моделирования и распределённых edge-вычислений. На основе данных исследовательских работ, включая греческое исследование 301 профессионала в области городского планирования, представлены три таблицы, характеризующие компоненты цифровых двойников, распределение AI-вычислений и инструменты европейского финансирования. Сделан вывод о переходе от симуляционных платформ к агентным цифровым двойникам с интеграцией LLM-агентов и мультимодальных интерфейсов.</p>

   <trans-abstract xml:lang="en">
    <p>The article examines the integration mechanisms of digital twin cities and artificial intelligence as the basis for managing smart urban technologies. Based on the analysis of international experience (the Republic of Korea – the Seoul Smart Core project worth 841.2 billion won, Egypt – The Spine project worth 27 billion dollars, the European BLUEPRINT and Horizon Europe initiatives), the architectural principles of building AI-digital twins, their functional levels and decision-making mechanisms are considered. Special attention is paid to the transformation of urban governance from reactive to proactive through the introduction of AI analytics, predictive modeling and distributed edge computing. Based on research data, including the Greek study of 301 urban planning professionals, three tables are presented that characterize the components of digital twins, the distribution of AI computing, and European financing tools. The conclusion is made about the transition from simulation platforms to agent-based digital counterparts with the integration of LLM agents and multimodal interfaces.</p>
