В статье рассматриваются вызовы, угрозы и барьеры внедрения цифровых технологий в контексте взаимосвязи региональных условий и отраслевой специфики. Теоретическая часть обосновывает необходимость анализа цифровизации как процесса, зависящего от согласованности инфраструктурных, институциональных и кадровых параметров среды с требованиями организаций. Эмпирическая часть основана на динамике за 2019–2024 гг. показателей, характеризующих развитие облачной инфраструктуры, изменение роли ИТ-отрасли в экономике и состояние цифровых компетенций населения. На основе интерпретации выявленных тенденций сформулированы практические меры, направленные на снижение региональных разрывов, повышение устойчивости внедрения цифровых решений и укрепление человеческого капитала как условия результативной цифровой трансформации. Предлагаемые меры ориентированы на повышение доступности цифровой инфраструктуры, сокращение организационных издержек внедрения и формирование более устойчивых предпосылок для распространения цифровых практик.
The article discusses the challenges, threats, and barriers to the implementation of digital technologies in the context of the interrelationship between regional conditions and industry specifics. The theoretical part justifies the need to analyze digitalization as a process that depends on the alignment of infrastructure, institutional, and human resource parameters of the environment with the requirements of organizations. The empirical part is based on the dynamics of indicators characterizing the development of cloud infrastructure, changes in the role of the IT industry in the economy, and the state of digital competencies of the population for 2019–2024. Based on the interpretation of the identified trends, practical measures have been formulated aimed at reducing regional disparities, increasing the sustainability of digital solutions implementation, and strengthening human capital as a condition for effective digital transformation. The proposed measures are aimed at increasing the accessibility of digital infrastructure, reducing the organizational costs of implementation, and creating more sustainable conditions for the spread of digital practices.
