Digital transformation of business processes of enterprises is closely related to the study of strategic documents at the federal level. Consideration and solution of the existing problems of developing strategies for digital transformation of business processes of organizations in the Russian Federation requires studying documents at the national, regional and industry levels, since they create framework conditions for developing strategies at enterprises. When developing strategic documents at various levels in the field of digital transformation of enterprises, the problem of their insufficient consistency with the most important characteristics of the development of the national economy - financial, demographic, technological and social - arises. The author analyzes public-private partnership programs for the formation of new markets based on high-tech solutions and the creation of prerequisites for Russia's technological leadership in the next decade, and also seeks to investigate the reasons for the failure to fulfill the planned key aspects of these strategic documents.
