Evaluating science and technology advancement across Russian: a cluster analysis approach (2014-2023)

Abstract (English):
The article presents a comprehensive analysis of Russia's scientific and technological development based on 10 key indicators for 2014–2023. These indicators reflect both quantitative aspects (science funding, number of researchers, research organizations) and performance-related aspects (volume of innovative products, adoption of advanced technologies). The research methodology includes statistical analysis of indicator dynamics, clustering of regions by innovation potential, and econometric modeling of influencing factors. The study reveals contradictory trends: despite a significant increase in public and corporate spending on science (+94.6%), the decline in human capital (-11.9%) and the reduction in the number of research organizations limit the efficiency of these investments. It is found that the main drivers of development are government research support programs and corporate R&D in the resource and high-tech sectors. At the same time, the study identifies growing regional disparities, high volatility in environmental innovations, and the dependence of technological development on external factors. The research contributes to innovation management theory by proposing new approaches to assessing the balance of science and technology policy. The practical significance of the study lies in its recommendations for optimizing government strategy, including measures to stimulate human capital and reduce territorial inequality.
