The author of the article considers the concept of functional competence of management as the most important aspect of effective enterprise management in the conditions of high variability of the external environment and technological transformations. Unlike simple measurement of efficiency, functional competence covers the ability of management to make informed decisions, adapt the organization to changes and build logical connections between management functions and strategic goals. The author analyzes the key factors limiting this competence, such as organizational barriers, personnel problems, technological limitations and external economic challenges. Also proposed are directions for improving functional capacity through the development of management competencies, revision of the organizational structure and digitalization of management processes, which contributes to the creation of a more flexible and adaptive management system ready for successful operation in conditions of uncertainty.
