The article develops a new technology for decision-making in information conditions of risk and uncertainty. A distinctive feature of this method is to ensure the ability of the decision maker (operator) to work effectively. For this purpose, a decision matrix is constructed in which each element quantitatively characterizes the usefulness of a particular solution option depending on a variety of external conditions and operator preferences. The structure of the information model is a specific graph that uniquely corresponds to the decision-making matrix. Based on this technology, decisions can be made based on the Wald, Savage, and Hurwitz criteria. The developed new digital technology can be used to make management decisions in the field of economics, finance, in the management systems of agro-industrial complex enterprises, educational organizations, and other organizational management systems.
