This article proposes a methodological approach to assessing socio-economic, environmental and institutional damage prevented through proactive resource management, based on the construction of the Integrated Territorial Sustainability Index (ITS). Based on 13 thematic coefficients covering demographic, economic, social, environmental and natural resource dimensions, the algorithm allows establishing a functional typology of territories by their level of sustainability. An empirical study conducted in 15 districts of the Nizhny Novgorod region revealed the main structural imbalances, identified zones of systemic risk and proposed an operational basis for modeling prevented impacts. The ITS indicator, due to its multidimensional structure and comparative readability, becomes a strategic lever for guiding planning policies, preventing crises and optimizing public resources. The article concludes that adaptive management and enhanced technological integration are necessary to ensure effective territorial monitoring.
