The relevance of the research is determined by the role of local budgets in ensuring the quality of life of the population of non-urbanized territories and the current high dependence on inter-budgetary redistribution. The purpose of the study is to study the state of budget security in non-urbanized territories using the example of municipal districts of the Omsk region and its dependence on inter-budget transfers. The work uses general scientific methods, as well as a graphical method and factor analysis to assess the impact of factors on changes in budget provision. The reliability of the obtained conclusions is justified by using data from the Territorial Statistical Authority for the Omsk region, the portal "Open Budget of the Omsk region". The object of research is the budgets of municipal districts of the Omsk region. The study period is 2023-2024. Almost all budgets of municipal districts of the Omsk region show growth above the inflation rate, in 40% of municipal districts of the region, budget revenues and budget security are growing due to the outstripping growth of gratuitous receipts. The increase in budget provision, excluding gratuitous receipts, is due to a decrease in the population, and the total budget provision is increasing mainly due to an increase in the total amount of local budget revenues.
