Features of state governance in the industrial development areas of Yakutia during the Soviet period (1950–1970s)

Abstract (English):
This article examines the features and transformations of state governance in the new industrial development areas of the Yakut Autonomous Soviet Socialist Republic (Yakutia) from the 1950s to the 1970s. This period was characterized by radical reforms of the national economic management system, including the transition to a territorial principle through the establishment of the Councils of the National Economy (Sovnarkhozes) in 1957–1964 and the subsequent 1965 Kosygin reform, which marked a return to the sectoral (ministerial) model. Based on an analysis of national and regional trends, the article identifies the specific mechanisms for implementing governance policy in the extreme conditions of the Far North. Particular attention is paid to the role of mobilization methods, the relationship between central and regional authorities, and the activities of large, integrated industrial organizations that acted as the key agents of development. The study concludes that the results of these managerial reorganizations were contradictory: while they ensured the forced industrialization of the region, they also created imbalances in socio-economic development and increased the bureaucratization of the administrative system.
