Shortage of labor resources in the Russian labor market in modern conditions

Abstract:
The article is devoted to the analysis of the current state of the Russian labor market in conditions of an acute shortage of qualified personnel. The relevance of the study is due to the unprecedented tension in the labor market in 2024-2025, when, with record low unemployment of 2.6 percent and the highest number of employees in 5 years at 43.6 million, the economy is in need of 2.3 million workers. The subject of the study is the quantitative and qualitative characteristics of the personnel shortage, its regional and sectoral structure, as well as its impact on the dynamics of wages and labor relations. The purpose of the work is a comprehensive assessment of the scale of the personnel shortage and its impact on socio-economic processes in Russia. The scientific novelty lies in the systematization of the most relevant statistical data for 2024-2025 and the identification of key trends in the transformation of the labor market in the context of economic restructuring. The study used a method of comparative analysis of quantitative indicators of employment, unemployment, wages and staffing requirements by region and industry based on data from Rosstat, the Federal Tax Service and analytical materials. The results of the study show a critical unevenness in the distribution of human resources across regions, where in the Tula region there are 20.6 vacancies per applicant, while in Ingushetia there are only 0.01 vacancies. It was found that the personnel shortage became a catalyst for wage growth by 14.5 percent, exceeding inflation by 4.2 percentage points, while the largest increase in real wages was recorded in agriculture and construction. It was revealed that 93 percent of employers experience a shortage of necessary competencies among applicants, which indicates the qualitative nature of the personnel shortage. The practical significance of the work lies in the formation of an analytical framework for the development of state policy measures in the field of human capital development, professional retraining and labor productivity improvement.
