The article examines the problem of forming strategic priorities for the balanced development of the region in the context of the three–pronged paradigm «economy – society – ecology». The relevance of the work is due to the growing imbalances in regional development, worsening environmental problems and increasing social inequality, which determines the need to find new models of regional governance. The purpose of the study is to develop a conceptual framework and a system of strategic priorities that ensure a synergetic effect from the coordinated development of the economic, social and environmental subsystems of the region. The methodological base consists of a systematic approach, methods of comparative, structural, functional and situational analysis, as well as expert assessments. The scientific novelty lies in the substantiation of the principle of «strategic triangulation», in which the sectoral priorities of the economy are adjusted taking into account the social expediency and environmental capacity of the territory. As a result of the research, a comprehensive balanced development model was proposed, key indicators for monitoring its implementation were identified, and practical recommendations for regional authorities were formulated. The findings can be used in the development and adjustment of strategies for the socio-economic development of the subjects of the Russian Federation.
