Digital technologies and their impact on the development of regional innovative potential

Abstract (English):
The article examines the impact of digital technologies on the development of regional innovation potential in the context of the current stage of economic development. It is argued that digitalization is not only a means of improving the efficiency of business operations and public administration, but also a system-forming factor that transforms the institutional environment, innovation infrastructure, and the quality of human capital in the region. The theoretical framework is based on the concept of regional innovation potential as a combination of scientific and technological potential, human capital, innovation infrastructure, and interaction institutions. The article identifies key categories of digital technologies that are significant for regional development. It is shown that digital technologies affect innovation potential through four interrelated mechanisms: institutional, infrastructural, human, and financial and organizational. Examples of regional practices and international cases demonstrate the effects of comprehensive digital transformation and the interdependence of the components of the innovation ecosystem. The main barriers are described: digital inequality and insufficient access to infrastructure, a lack of digital competencies, institutional inconsistency, information security risks, and the concentration of investments in large centers. Based on these barriers, practical recommendations for regional policy have been formulated: ensuring balanced access to digital infrastructure; developing modular and applied educational programs; creating regional digital councils and a unified portal for initiatives; implementing financial instruments to support digital startups; and developing information security standards and measures to increase trust in digital platforms.
