The article is devoted to the study of the mechanisms of managing the implementation of state socio-cultural policy in the regions of Russia, using the example of the Penza Region. The paper analyzes the current priorities for the development of the cultural sector, including institutional strengthening, digital transformation, intensification of investment activities, and the development of creative industries. Special attention is paid to the economic aspects of managing the industry, particularly the optimization of resource provision, the assessment of the effectiveness of cultural institutions, and their contribution to the socio-economic development of the region. Based on the analysis of strategic documents and regional programs, the paper proposes directions for improving the management tools in the socio-cultural sector. The research results can be used by state and municipal authorities when developing and adjusting sectoral development programs.
