Enhancing the effectiveness of international alliance projects requires the development and implementation of a specialized regulatory and methodological management toolkit. Despite existing research in the field of joint project management, the issue of designing a comprehensive system of regulatory and methodological tools that takes into account their specifics remains insufficiently addressed. The aim of this work is to develop a model for such a toolkit. The research was conducted using general scientific methods, a comprehensive approach, and documentary analysis of formalized project management tools. The selection criteria for the analysis included relevance, applicability, and descriptions of unique management methodologies. As a result, a model for a comprehensive regulatory and methodological toolkit system was developed, based on the principles of universality and flexibility. The model comprises three levels: universal tools and competency tools (forming the methodological foundation), specialized tools (providing adaptive instruments), and industry-specific tools (accounting for sectoral particularities). The proposed model is intended to minimize risks associated with intercultural and administrative differences and to create a unified space for effective joint project management. The results can be utilized by organizations and authorities for the development of specific tools. Further research directions include the development of methodologies for creating such tools.
