The construction of smart ports worldwide has entered a period of deepening. As a cross-border logistics hub in Eurasia, the intelligent transformation of Russia's logistics system is key to unlocking the potential of Arctic shipping routes and connecting to the international supply chain of the Belt and Road Initiative. Russia is currently promoting the intelligent transformation of hubs such as the Port of St. Petersburg and the Port of Murmansk, based on the "Strategy for the Development of Transport in Russia to 2030." However, due to limitations related to the technological base, organizational mechanisms, and the external environment, progress in this area lags behind that of the world's largest logistics economies. This study uses a "policy text deconstruction + in-depth case study + interdisciplinary comparison" methodology to interpret 12 key policy documents, including the "Logistics Development Concept of the Eurasian Economic Union (2023-2027)" and integrates practical examples such as the automated berths of the Port of St. Petersburg and the digital Arctic logistics platform of the Port of Murmansk. By comparing the experiences of China and Germany in the field of smart port transformation, the study identifies the key pain points of Russia's transformation. Russia needs to advance its transformation using a three-dimensional approach: "breakthroughs in technology localization + restructuring of organizational coordination mechanisms + improvement of environmental support systems." Specifically, this includes developing intelligent equipment specifically for the Arctic, establishing a cross-border logistics data exchange platform across Eurasia, and creating a personnel training model that brings together universities, enterprises, and the government to provide a "Russian solution" for the intellectualization of logistics systems in high-latitude regions.
