The relevance of the study is determined by the growing contradiction between the strategic role of the fuel and energy complex as the basis of the Russian economy and the need to reduce its ecological footprint in the context of national goals to achieve carbon neutrality. The study of the environmental safety system for fuel and energy facilities includes economic, technological, regulatory, and social aspects. Developing scientifically sound proposals for its improvement is necessary not only to reduce environmental risks but also to strengthen Russia's position. In this article, the author presents a proposed operating scheme for the digital platform, and also emphasizes the need for economic incentives for projects to capture, store, and utilize carbon, as well as produce "blue" hydrogen. These studies are applied and interdisciplinary, focusing on the intersection of ecology, law, economics, technology, and corporate governance. Finding optimal models for ensuring environmental safety in the fuel and energy sector is a key objective for Russia's transition to a sustainable development model, minimizing environmental risks, and ensuring the long-term competitiveness of this economic sector. The article's materials may be useful to specialists in government agencies that shape industrial and environmental policy, managers, environmental engineers at fuel and energy companies, and ESG analysts.
