The article provides a comprehensive analysis of the initial stage of the implementation of the National Project "Data Economics and Digital Transformation of the State" in the Russian Federation. Based on official data for 2025, the institutional foundations of the project, its structure, key targets and achieved results are being investigated. Special attention is paid to the transformation of public administration through the prism of digitalization of services on the Unified Portal of State and Municipal Services (EPSU). Quantitative and qualitative indicators are analyzed, such as the digital maturity index, the level of implementation of domestic software, cybersecurity indicators and citizens' satisfaction with the quality of services provided. The conclusion is made about the systemic nature of the measures taken and their compliance with the strategic goals of national development.
