The article examines the theoretical and methodological foundations for developing and applying a multidimensional index of technological self-sufficiency (ITS) for the regions of the Russian Federation. The study aims to design a reproducible benchmarking model that evaluates the level of technological autonomy based on a comprehensive set of indicators. The proposed methodology relies on the principles of modular multi-criteria aggregation and includes four blocks: R&D infrastructure, localization of supply chains, human capital, and technology commercialization. An example of ITS calculation for a typical Russian region and a new federal subject demonstrates the model’s sensitivity to differences in regional innovation ecosystems. The analysis identifies key directions for improving regional policy—standardization of monitoring methods, development of scientific and industrial cooperation, human capital support, and stimulation of business participation in technological development. The developed index can be used for strategic planning, allocation of interbudgetary transfers, and evaluation of the effectiveness of state support measures.
