The article proposes a theoretical model for analyzing the transformation of a public administration system under conditions of a permanent exogenous shock, viewing the response to sanctions pressure as an evolutionary process of shifting decision-making paradigms. Proceeding from the premise that external constraints act as a catalyst for institutional change, the author conceptualizes the trajectory of transition from the mobilization logic of a «state of emergency», aimed at the system's short-term survival, to the strategic logic of «sustainable development under long-term constraints», which implies a systemic reconfiguration of the state's functions, resource allocation mechanisms, and foundations of legitimacy. This transition is viewed not as automatic, but as a politically constructed process, accompanied by internal struggles over priorities, the definition of new centers of power, and the renegotiation of the social contract.
