The article is devoted to a comprehensive analysis of the key problems and factors hindering the development of innovation and investment activities in the regions of the Central Federal District (CFD). The research aims to identify specific barriers that hinder the flow of investment into innovation and to develop practical recommendations for overcoming them. Such generalized groups of constraining problems as: macro-regional (systemic), resource and infrastructural constraints, institutional and managerial barriers were identified. Special attention is paid to the analysis of problems in clusters of the Central Federal District regions. Based on the conducted research, priority areas for removing restrictions are proposed, including the development of cooperative ties within and between regions, the formation of regional strategies, the development of digital infrastructure and remote employment, the formation of powerful venture capital structures in economically developed regions of the federation, the reform of the higher education system towards project-based learning and partnerships with local enterprises.
