In the context of rapid technological progress, regional economies are faced with the need to find new mechanisms for sustainable development that can unite disparate industry links into a single whole. This article proposes a methodological approach to constructing a fractal model of inter-industry cooperation of innovative clusters based on the theory of adaptive synchronization, which are also applicable in the agro-industrial complex. The study included a deep analysis of the essential characteristics of innovative clusters in different regions, which made it possible to identify the key parameters of their interaction, the scale of technological proximity, the density of resource exchange and the degree of institutional support. At the same time, the architectural features of fractal structures manifested in the organization of clusters, self-similarity within the hierarchy of small enterprises and corporations capable of generating stable integration patterns were studied. Based on synergetic principles and nonlinear modeling, differential equations of the dynamics of inter-industry communication are formulated, which demonstrate the existence of threshold effects, in which small changes in one industry lead to a sharp change in other sectors of the economy. In this context, patterns have been identified according to which cluster cooperation and agro-industrial integration gain stability through adaptive reconfiguration of network contours of resources and knowledge. The formation of innovative agroclusters should take into account regional characteristics and specifics, which requires a differentiated approach. A private empirical test using several pilot regions of Russia as an example confirms the adequacy of the proposed model; the calculated trajectories of innovative cluster development correspond to the observed growth rates of added value and the number of highly qualified personnel. On this basis, the expediency of using fractal methodology in the formation of regional programs to support the innovative economy and the development of industry strategies is substantiated.
