The article focuses on a comprehensive analysis of the dynamics of the establishment and functioning of preferential regimes – the Advanced Development Territories and the Free Port of Vladivostok – in the regions of the Russian Far East from 2016 to 2024. The study reveals a key contradiction between the quantitative growth in the number of regimes and residents and their ambiguous actual economic effectiveness. Based on data from official bodies and statistics, the main performance indicators are analyzed: the dynamics of residents, investment volume, job creation, and tax revenues. The accumulating systemic risks of reduced effectiveness are systematized and categorized into institutional, economic, infrastructural, and socio-demographic. Particular attention is paid to problems such as the duplication of functions among managing bodies, a high share of inactive residents, chronic delays in infrastructure provision, and a shortage of qualified personnel. In conclusion, the necessity of shifting from an extensive expansion of the network of preferential zones to their qualitative optimization is substantiated, and recommendations for minimizing the identified risks to ensure the sustainable development of the Far Eastern region are proposed.
