The current global geopolitical and economic situation determines future development guidelines for the domestic economy, which should be based primarily on the principles of economic security, thereby ensuring stability and protection from external threats. In this regard, the agro-industrial complex, as a set of industries that provide the country's population with food, deserves special attention. Therefore, it requires the implementation of the most advanced and effective modernization concepts, including a circular economy. Given the relevance of the stated topic, in this article, the author systematizes the contribution of agro-industrial waste recycling to ensuring various elements of the country's economic security, identifying and classifying the challenges of implementing recycling in agricultural production and related industries at the Russian level. The author's interpretation of the main points of innovation is based on an analysis of statistical data and a study of current views of Russian and international scholars. We believe that the obtained research results will be of interest to representatives of business, government agencies, and the scientific community studying economics, ecology, sustainable development, and other related fields.
