Regional Innovation Policy in the Context of a Neo-Industrial Orientation

Abstract:
The study emphasizes that the modern world economy is in a phase of rapid technological renewal, accompanied by a profound transformation of global production and financial structures. The neo-industrial development format creates a necessity for regional economies to accelerate the implementation of innovative solutions and to establish institutional and infrastructural conditions that ensure continuous technological improvement and adaptation to new challenges. In such conditions, innovative activity acts as a key factor in strengthening the competitive positions of territories, increasing the resilience of economic systems, and ensuring long-term growth dynamics. It is substantiated that the central direction of regional innovative development should be the formation of a comprehensive infrastructure: technology parks, incubation centers, technology transfer structures, research and educational clusters, and a regulatory mechanism supporting scientific and technological entrepreneurship. The strengthening of research activities, stimulation of technological initiatives in business, and expansion of investment flows into knowledge-intensive and high-tech segments create the foundation for the functioning of a full-fledged innovation ecosystem. A special role is assigned to human capital, as technological progress is impossible without specialists possessing modern competencies in the field of digital, engineering, and management solutions. The development of the education system, support for research collaborations, academic mobility, professional development programs, and the attraction of talented professionals shape the region's intellectual resource. It is concluded that in the context of the neo-industrial transition, an innovation-oriented development acts as a fundamental condition for the sustainability and modernization of the economy. The active introduction of innovations, the improvement of infrastructural elements, and the strengthening of the personnel base form the foundations of a technologically oriented economy and contribute to improving the quality of life of the population, enhancing social stability and the investment attractiveness of the territory. Particular attention is paid to the need to develop flexible strategic planning tools that allow combining long-term priorities of scientific and technological development with the prompt adjustment of regional policy in response to external shocks and structural changes in domestic demand.
