The article examines the territorial barriers to the development of high-tech industries in the modern conditions of the Russian economy: a retrospective analysis of scientific approaches to determining criteria for classifying high-tech industries is presented. It is noted that the share of the high-tech sector in Russia's GDP is less than 25%, which indicates a significant lag behind the indicators of technologically developed countries. The leading and lagging territories were identified, key barriers to development were identified and systematized – systemic personnel shortages, outflow of qualified personnel, high cost of credit resources, technological dependence, etc., and a comprehensive PEST analysis was conducted, based on the results of which directions were developed and practice-oriented tools for reducing barriers were proposed. This article highlights the need to develop a balanced and regional policy necessary to overcome the acute problem of development imbalances and ensure technological sovereignty of the Russian Federation.
