The article reveals the content of technological leadership at the regional level and substantiates the decisive role of innovative development in achieving the leading positions of the territory in the face of technological challenges and the need to strengthen technological sovereignty. Based on the analysis of scientific approaches, the article systematizes the key components of technological leadership (innovation infrastructure, scientific and technical potential, management mechanisms, export orientation of innovations). The article uses current statistical data for 2024-2025 on the regional innovation index and its blocks as the research base. The study proves that the leading positions are mainly occupied by the regions of the Central and Volga Federal Districts. The study also identified a significant and acute problem of the "vicious circle" in terms of innovative development and technological leadership: on the one hand, entities require financial and resource support, on the other hand, investors are interested in investing in already established entities with a practice of innovative development. In conclusion, the article presents the directions of development of the innovation policy of the regions, focused on economic diversification, development of innovation infrastructure, stimulating investment and increasing the digitalization of production.
