The article analyzes the challenges faced by small chemical enterprises and considers cost management as a method to overcome them. Through surveys of managers and key specialists, the author identified the problems of small chemical industry enterprises in the Nizhny Novgorod Region during 2020–2025, with a forecast for 2026. These problems were classified, specified, and analyzed. It is noted that changes related to the coronavirus pandemic and subsequent sanctions against the Russian Federation led to the emergence of new challenges for the small chemical industry and altered the significance of previously existing ones. Among the most significant problems are: the closure of raw material markets for the chemical industry, increased complexity and lengthening of supply logistics, and a general decline in economic activity. After analyzing the challenges, the general list of problems was adjusted. This final, comprehensive list of problems for small and medium-sized enterprises in the chemical industry of the Nizhny Novgorod Region can be considered relevant and definitive for 2026. The most optimal way to improve efficiency for small chemical enterprises has been identified – cost management at the enterprise. The concept of cost «management» is clarified, and its specific features for chemical enterprises are considered. The author recommends a systematic approach to cost management for small and medium-sized chemical industry enterprises. A systematic consideration will help avoid existing «distortions» in the application of «cost management», where it is reduced to simple cost reduction without taking into account strategic impact and other factors.
