This article examines the mechanisms for transferring scientific and technological developments to the production and commercialization stages within the emerging unmanned aerial systems cluster of the Samara Region. The study is conducted within the context of the implementation of the regional scientific and technological development policy. The author analyzes the cluster's institutional structure, the key elements of which are the research and production center, the newly established Association of UAS Manufacturers and Developers, and the newly established Unified Institute for Scientific and Technological Development. The study identified key barriers to technology transfer: the gap between scientific developments and their mass production, insufficient development of mechanisms for the commercialization of intellectual property, and the weak integration of small innovative enterprises and student projects into the system of cooperation with industrial partners. Promising areas for improving transfer mechanisms have been identified, including the implementation of open software solutions for technology exchange, the development of interregional cooperation, the transition to a service-based model for government procurement, and the creation of a project office to coordinate the participation of regional organizations in national technological leadership projects.
