The issue of providing housing that meets all established standards and improving the quality of life for the country's population is relevant, but its implementation is challenging due to the high level of obsolescence in the housing stock of the Russian Federation. According to the CMASF study, the adopted Strategy for the Development of the Construction Industry and Housing and Communal Services in the Russian Federation for the period up to 2030 is insufficient to address the lack of investment capital to compensate for the growing construction volumes, given the lack of restrictions on investment. This paper explores a solution to address the discrepancy between the data projected by Rosstat and the parameters set by the Federal Housing Project. The creation of new residential sectors is possible through the reconstruction of unfinished construction projects. The economic attractiveness of this method lies in the optimization of housing construction costs. One way to address this issue is by studying the infrastructure of unfinished construction projects. This article proposes a definition and a model for the formation of an infrastructure system for unfinished construction projects in order to facilitate their subsequent implementation.
