This study examines the challenges of asynchronous housing delivery and explores avenues for improving housing policy. The research systematizes data on the fulfillment of obligations related to the development of social infrastructure. The objective of the study is to develop a comprehensive set of recommendations aimed at enhancing the efficiency of development practices. The specific tasks include analyzing the regional program of the Moscow region, «Construction and major repair of social infrastructure facilities»; assessing the role of developers in the provision of social infrastructure; and examining the procedures governing interaction between public authorities and developers. The study employs the following methods for evaluating the implemented public policy: inventory of infrastructure facilities, assessment of the volume of extrabudgetary investments, analysis of project implementation risks, and monitoring of developers’ compliance with their obligations. The paper substantiates the conclusion that improving interaction processes with counterparties will have a positive impact on the regional economy and the well-being of its population
