This article examines regional asymmetry in the distribution of high-tech production (HTP) in the Russian Federation, which is viewed as a systemic barrier to achieving technological sovereignty and sustainable innovative development. Based on statistical analysis, four groups of regions are identified, differing in the level of HTP concentration, innovation activity, and human resources and infrastructure. Key factors that reproduce technological inequality are identified: historically established polarization of the industrial complex, institutional differences, human resources asymmetry, and limited interregional cooperation. It is substantiated that maintaining a high level of regional asymmetry perpetuates the technological backwardness of peripheral regions, reduces the sustainability of the national innovation system, and limits the scalability of advanced technological solutions. Differentiated public policy mechanisms aimed at overcoming the barrier effects of regional asymmetry in the high-tech sector are proposed.
