This article examines systemic dysfunctions in regional technological entrepreneurship ecosystems that hinder innovative development. A multidimensional classification of dysfunctions by type (institutional, infrastructural, network, cognitive), severity, scale, and temporality is proposed. A quantitative assessment methodology based on an integrated dysfunction index has been developed, allowing for the identification and ranking of ecosystem problems. The methodology has been tested using the Samara Region as an example, where a moderate level of dysfunction was identified. Based on the analysis, targeted corrective measures are proposed, including the creation of a Technology Transfer Center, a regional venture fund, international cooperation programs, and talent retention programs. The results of this study can be used to develop regional strategies for the development of innovative ecosystems.
