Techno-economic assessment of automated occupational safety monitoring based on open-source neural network architectures in the context of import substitution

Abstract:
This paper discusses the development of a hardware-software complex for continuous automated monitoring of compliance with occupational health and safety requirements based on industrial video surveillance data. A cascade processing pipeline YOLOv8n→YOLOv8s→LLaVA-1.5→RAG is proposed, providing accurate personnel detection, detailed semantic scene description, and automatic mapping of identified violations to the current regulatory framework. Experiments conducted on 1,400 annotated images showed a Precision of 0.961 for YOLOv8s at a speed of approximately 85 FPS. For the relevant regulatory extraction module, the final accuracy reached 96%. A comprehensive economic evaluation demonstrated the high profitability of the proposed system's implementation: with equipment costs around 1.2 million rubles, the payback period is achieved in less than a year due to the prevention of fines, reduction in insurance payouts, and the utilization of the Social Fund of Russia reimbursement mechanism (up to 30%).
