The global economy, which has been developing in recent years under unprecedented challenges, requires radical changes in the mechanisms that ensure the exchange of goods and technologies between different countries. In these conditions, the fulfillment of tasks related to the implementation of control and regulatory functions in the field of foreign economic activity is directly related to the establishment of an optimal trajectory for the development of customs. The article examines the key areas of digital transformation of the Federal Customs Service of Russia in a strategic context. The analysis of the results of the implementation of the first stage of the Development Strategy until 2030 (2020-2024) is carried out, the main achievements are identified: the introduction of remote payment technologies, automatic registration of declarations. Based on the analysis, the priorities of the second stage of the strategic plan until 2030 have been identified. The idea of the need for the FCS to switch to a flexible model of "smart regulation", focused on continuous risk analysis throughout the life cycle of goods movement, is consistently substantiated, which will ensure not only the speed of customs administration processes, but also improve the quality of control procedures.
