The article discusses methodological approaches to the justification and organization of procurement of innovative drilling equipment intended for the implementation of Arctic projects. The relevance of the study is determined by the combination of extreme natural and climatic conditions of the Arctic, current sanctions restrictions, the technological gap resulting from the withdrawal of Western companies, as well as the need for accelerated import substitution of high-tech equipment. The study proposes an algorithm for formulating technical requirements for drilling equipment capable of operating at temperatures down to -60°C, and examines a multi-criteria rating system for supplier evaluation using weight coefficients for various criteria. Additionally, a proactive risk management model is substantiated and implemented, incorporating mechanisms for phased payment and the use of bank guarantees to minimize financial and operational risks. The optimal structure of the drilling fleet, operating costs, and the discounted payback period of investments are calculated.
