Practical Toolkit for Assessing the Readiness of Industrial Enterprises for the Implementation of Resource- and Energy-Saving Technologies under Digital Transformation and Import Substitution Policy

Abstract:
The article examines the organizational and economic aspects of assessing the readiness of industrial enterprises to implement resource- and energy-saving technologies in the context of digital transformation and import substitution policy. The relevance of the study is determined by the need to improve industrial energy efficiency, strengthen technological sovereignty, and develop comprehensive tools for assessing the organizational readiness of enterprises to implement resource-saving projects. The study analyzes existing approaches to evaluating the effectiveness of resource- and energy-saving technologies, identifies their limitations, and proposes a practical toolkit for assessing the organizational readiness of industrial enterprises. An integrated assessment model is developed, comprising five analytical dimensions: technical readiness, economic readiness, digital maturity, organizational readiness, and import independence. The study introduces the Resource Saving Readiness Index (RSRI) together with an import independence coefficient, which adjusts the overall assessment according to the enterprise's dependence on foreign technologies. The proposed methodology is validated through a case study of a machine-building enterprise in the Samara Region. The findings demonstrate that the proposed toolkit makes it possible not only to quantitatively assess the organizational readiness of industrial enterprises but also to identify the key factors limiting the implementation of resource- and energy-saving technologies. It is shown that incorporating the import independence coefficient improves the reliability of the integrated assessment, while the RSRI provides a basis for managerial decision-making and selecting an appropriate enterprise development strategy according to the achieved level of organizational readiness. The practical significance of the study lies in the development of a universal assessment toolkit that can be applied to corporate energy efficiency programs, industrial digital transformation initiatives, import substitution projects, and regional industrial policy aimed at supporting manufacturing enterprises in the Samara Region.
