The effectiveness of re-socialization of former prisoners is the object of research of a wide range of specialists. The aim of the article is to find ways to improve the effectiveness of investments in the development of the penitentiary system by reducing crime and recidivism in the long term by ensuring proper rehabilitation of prisoners. The article attempts to analyze retrospectively the costs of the penal system to identify the factors on which they depend and to show the relationship between such variables as the cost of imprisonment, the number of prisoners and the recidivism rate. This will further enable the development of measures to improve rehabilitation programs implemented in penitentiary institutions
