The article analyzes the transformation of the European Union's approach to international cooperation in agriculture and food security based on the outcomes of 2025-2026. Unlike existing review works, this article systematically compares the declared goals of the Farm to Fork strategy with actual Common Agricultural Policy (CAP) simplification decisions, identifies the institutional mechanism for resolving internal contradictions of the EU, and formulates applied recommendations for Russian agricultural policy. Based on the analysis of official documents, scientific publications, and expert assessments, key directions in the evolution of the European model are identified: institutionalization of the "green" agenda through the Farm to Fork Strategy and the European Green Deal, simplification of administrative requirements of the CAP in response to farmer protests, refusal to reform the CAP budget in favor of defense while maintaining €387 billion for the seven-year period, promotion of EU standards as a global benchmark through "mirror standards" mechanisms and neighborhood policy. It is proved that the 2025-2026 CAP simplification is not a technical adjustment but a systemic rollback from the initial ambitions of Farm to Fork, leading to the conservation of fossil fuel dependence and a decline in the EU's global normative leadership. Quantitative parameters are examined: targets for reducing pesticides by 50%, fertilizers by 20%, and increasing the share of organic farming to 25% by 2030. Practical recommendations for Russia on adapting the "mirror standards" mechanism and tools for linking state support to import requirements are formulated.
