DEVELOPING A CARBON ECONOMY IN THE CONTEXT OF SUSTAINABLE GROWTH Developing a carbon economy in the context of sustainable growth

The article examines the mechanisms and dynamics of the carbon economy as a key tool for ensuring sustainable growth in the context of the global transition to low-carbon development. Based on the analysis of World Bank data (87 carbon pricing policies, coverage of 29% of global emissions, revenues of more than $107 billion in 2025), the results of the Sakhalin Climate Experiment, the first Russian region to achieve carbon neutrality, as well as theoretical models of differential games, the evolution of carbon pricing, structural shifts in industrial policy and prospects are considered. formation of the national carbon market. Particular attention is paid to the comparative analysis of cap-and-trade and carbon tax systems, the conditions for achieving Pareto-optimal results for supply chains, as well as the problems of recognizing Russian carbon units on international markets in the context of CBAM. Based on empirical data, two tables are presented that characterize the global dynamics of carbon pricing and the results of the Sakhalin experiment. The conclusion is made about the formation of an economy where carbon is becoming a new currency, requiring a systematic approach to integrating climate goals with economic growth objectives.
