The article presents the results of a survey of the state of land resources under preferential territories in the Volga Federal District. It shows the investment specialization of the regions, the rates of formation, and the trends in the management of special economic zones and territories of advanced socio-economic development. The article identifies the problem of insufficient protection of land resources involved in investment projects: there is no mandatory transition to green standards, unlike in foreign similar territories; there is no legal framework for land protection; and there is no current methodology for assessing the state of land under preferential territories with different specializations and degrees of impact on land resources. The PFO has been zoned according to the state of land resources under preferential territories. The research methods used include statistical analysis, content analysis, expert assessments, and systematization. These results are preliminary and will be further expanded and deepened, but they already show significant problems in regulating the state of land resources involved for investment purposes.
