The article analyzes systemic legal and organizational barriers that restrict access to scientific and technical information for entities in the waste recycling industry in the Russian Federation. The relevance of the study is driven by the need to ensure technological sovereignty and introduce innovations in the context of import substitution. Based on a survey of managers of specialized companies and an analysis of legislation, key problems at the national and international levels have been identified, including excessive restrictions imposed by secrecy regimes, fragmentation of state information resources, and complexities in cross-border data exchange with BRICS countries. A set of amendments to federal legislation aimed at expanding access to data obtained through budgetary funding and harmonizing standards is proposed as a solution.
