Application of foreign experience in the formation of effective personnel policies

Abstract (English):
The successful functioning and development of any organization at all times depends crucially on the effective performance of its personnel. Modern managers must demonstrate a high level of intellectual development, comprehensive sophistication, and the ability to quickly adapt to new conditions. To develop and maintain these qualities in personnel, it is necessary to formulate an effective HR policy. Foreign companies have quite successful experience in HR development; by studying this, one can determine which methods can be adopted for the Russian environment and which are suitable only for international management. This article explores the specifics of an organization's HR policy based on specific criteria, using examples from different countries. The elements of an effective HR policy are highlighted. The authors conclude that these approaches to HR policy are essential for modern Russian organizations. Key areas for improving HR policy are outlined, taking into account cultural characteristics, traditions, and values.
