This research article examines the transformation of the theoretical concept of sustainable development into specific regional strategies for rural areas of the Russian Federation. Tracing the evolution of this concept from its philosophical and economic origins to its current institutional formulation in key international and national documents, it pays particular attention to the adaptation of sustainability principles in the works of leading Russian scholars, who emphasize the need to balance economic growth, social stability, and environmental safety. The practice-oriented section of the paper analyzes the key challenges and specifics of implementing sustainable development principles in Russia's regional policy, revealing significant differences between the constituent entities of the Russian Federation in their attitudes toward mechanisms for integrating sustainability principles into comprehensive regional development strategies, the results obtained, and the challenges they face. Key institutional barriers encountered during the practical implementation of the sustainable development concept by Russian constituent entities include weak interdepartmental coordination, a shortage of monitoring tools adapted to local conditions, and the inertia of a paradigm that primarily evaluates rural development success based on economic indicators. The final section of the article outlines promising areas for integrating sustainable development goals into regional governance, including (1) the use of digital technologies for predictive modeling, (2) the development of interregional network alliances to address interregional and cross-border issues, (3) a focus on the green and circular economy, and (4) the active involvement of civil society and business in strategic planning processes. The final conclusion is a verified thesis that, despite existing challenges, sustainable development has ceased to be a purely theoretical construct and is becoming a practical guideline for the formation of a balanced and long-term regional policy in Russia.
