Human resources policy in the public service of the Russian Federation: tools for attracting and effective use of human capital

Abstract (English):
The article analyzes the theoretical and practical aspects of the personnel policy of the civil service of the Russian Federation, which is considered as a key institution of public administration and a factor of socio-economic development. Special attention is paid to the concept of human capital, its formation, and effective use in the context of modern challenges, such as digital transformation, the need to increase customer focus, and the competition for highly qualified personnel. The article explores the main principles and functions of personnel policy, the current legal framework, and the tools for attracting, selecting, professional development, and evaluation of civil servants. Current issues are identified, including bureaucracy, corruption risks, and a lack of appeal for talented professionals. The article proposes promising areas for improving personnel policy based on the digitalization of personnel processes, the development of competencies for the digital economy, the implementation of a talent management system, the attraction of young people and experts, and the enhancement of the prestige and openness of public service. The author's conclusions and suggestions aim to improve the efficiency of public administration by fostering a highly professional and motivated workforce.
