Competitive architecture of the construction market: from regulations to digital management ecosystems

Abstract (English):
The study focuses on the formation of a competitive architecture for the construction market in the context of the transition from rigidly regulated procedures to integrated digital management ecosystems. It substantiates the need for the transformation of competitive relations based on reputation registers, multi-factor evaluation of proposals, and end-to-end monitoring of contract execution. The study demonstrates that digitalization enhances transparency and objectivity in the selection of contractors, reduces transaction costs and corruption risks, and strengthens the focus on quality and compliance with deadlines. Based on the analysis of the Russian regulatory framework and international practices, methodological solutions have been proposed: a unified platform-registry of participants, dynamic ratings, legal adaptation of electronic procedures, cybersecurity protection measures, and support programs for small contractors. Conclusions have been formulated on the phased implementation, the need for data standardization, and the independent audit of algorithms as conditions for sustainable digital transformation of the industry.
