The scientific article examines the issues of financial and budgetary stability in the context of Russia's economic and regional transformation. It was found that the level of socio – economic development of the country is directly dependent on the budget policy of the state, including at the regional level. To this end, a flexible system of budget regulation is needed to ensure macroeconomic equilibrium. In addition, it is necessary to take into account the cyclical fluctuations of the economy and the current macroeconomic state of the country's economy. Based on the results of the study, it is proposed to form a system of budget regulation based on a structural and functional model based on budget architectonics adapted to dynamic economic changes. It is proved that the main criteria for assessing the level of anti-crisis management of the head of an enterprise should include: the purpose of the head's behavior, the main tasks of the head's behavior, the principles of anti-crisis management, factors of the anti-crisis management culture, as well as creativity and the ability to generate ideas, the perception of non-standard solutions, perception of risks.
