The article analyzes the psychological aspects of forming strategies for horizontal integration of small business entities in the context of their sustainable development. It is shown that under conditions of limited resources, high uncertainty of the external environment, and increasing competitive pressure, cooperative mechanisms become an important tool for expanding market opportunities and reducing entrepreneurial risks. Attention is paid to the role of psychological characteristics of owners and managers, including attitudes toward autonomy, risk perception, value orientations, trust, and cognitive differences, in strategic decision-making and inter-firm interaction. It is argued that these factors significantly influence the stability, depth, and effectiveness of horizontal business associations. The study substantiates the need to incorporate psychological factors into managerial and project-based approaches to the design and regulation of horizontal cooperation among small businesses, as well as into support programs and analytical models aimed at fostering their long-term development.
