This article explores tools and methodologies for assessing the effectiveness of IT teams in the banking sector, with a focus on strategic approaches to optimizing management in the context of digital transformation. Given the transformation of the Russian IT market, driven by restrictions on imported materials and the unique characteristics of the domestic economy, the author analyzes the role of IT teams in ensuring operational stability, innovation, and regulatory compliance. Key performance indicators (KPIs) such as system downtime, deployment speed, security compliance, code quality, transaction costs, and user satisfaction are emphasized, along with examples of their calculation and their connection to banks' business goals (e.g., compliance with Central Bank of the Russian Federation standards and innovation acceleration). The article discusses assessment tools such as Agile methodologies (Scrum, Kanban), OKR, and Balanced Scorecard, their effectiveness in digital transformation, their advantages, limitations, and implementation examples at Russian banks (Sberbank, Tinkoff, VTB, and Alfa-Bank). The article compares quantitative (team velocity metrics) and qualitative (surveys, retrospectives) methods, emphasizing the need for a hybrid approach for a comprehensive assessment of IT team effectiveness in the banking sector. The author places particular emphasis on the IT teams' contribution to a bank's competitiveness, including cybersecurity aspects (MTTR, pentests) and compliance (regulatory compliance), with metrics and recommendations for integration with business strategy. As a strategic approach to management optimization, a combination of tools (Agile + OKR for dynamics, BSC for complexity) is recommended, taking into account local metrics.
