The relevance of the research is due to the rapid digitalization of the financial infrastructure, which is radically changing the nature of money, the status of payment instruments and approaches to monetary regulation. With the accelerated transition to cashless circulation, new challenges are emerging related to ensuring financial stability, protecting consumer rights, and preserving the sovereignty of the national monetary system. The purpose of the study is to analyze the impact of digitalization of payments on monetary regulation mechanisms in the Russian Federation, as well as to assess the consequences of reducing the share of cash for financial stability, competition and financial inclusion. The research uses methods of system analysis, comparative legal analysis, statistical analysis, as well as forecasting methods based on current macroeconomic and financial data from the Central Bank of the Russian Federation, Rosstat and international organizations. The results of the study include updating statistical data on the structure of payments in the Russian Federation, analyzing trends in the development of the Mir national payment system, assessing the level of fraud in the non-cash sphere, and developing recommendations to maintain a balance between digitalization and the financial rights of citizens. In conclusion, the need to preserve cash as an element of financial stability and social infrastructure is emphasized, as well as the development of a regulatory model that takes into account both the innovative potential of digital payments and the risks of their monopolization and vulnerability.
