The investment and construction complex of the Leningrad region: a systematic analysis of spatial development constraints

Abstract:
This study is devoted to a comprehensive analysis of the factors limiting the development of the investment and construction complex (ISC) of the Leningrad region, which occupies a key position in the system of the St. Petersburg agglomeration. The purpose of the work is to identify, theoretically comprehend and practically assess the barriers that hinder the realization of the region's significant potential in the field of construction and investment attraction. The theoretical basis of the research synthesizes the provisions of the theory of poles of growth, new economic geography and institutional theory, which makes it possible to interpret the observed constraints not as disparate problems, but as elements of a systemic imbalance between accelerated market demand, inherited infrastructure and the existing institutional environment. The methodology includes comparative analysis, synthesis of official statistics (PETROSTAT) data, content analysis of documents of regional authorities and expert assessments. As a result, the authors systematize the key constraints grouped into four interrelated blocks: institutional (administrative barriers, land use difficulties), infrastructural (shortage of engineering and transport networks), resource (personnel shortage, expensive loans) and market-spatial (hyperconcentration of activity in the suburban area). Based on the analysis carried out, supported by analytical tables and a diagram, specific practical recommendations for the authorities have been formulated. They are aimed at the transition to a policy of infrastructural advance, deep digitalization of administrative procedures and the implementation of a differentiated spatial strategy, which together can ensure the transition of the entire region to a model of balanced and sustainable development.
